Project for Overall Strategic Planning and Operation Supervision of Refuse Incineration Plants

In Taiwan, the construction of refuse incineration plant project has been promoted since 1991, and there are currently 24 completed and operational incineration plants that can properly dispose of household garbage in all counties and cities in Taiwan and support the treatment of general industrial waste. In order to effectively supervise and manage the operation and maintenance of refuse incineration plants, the Environmental Protection Administration (EPA) has been conducting inspections and evaluations since 2001. This project completed 24 unscheduled inspections of incineration plants, 10 management agency inspections, 2 funding check of Taitung Plant, 24 annual operating result report reviews, 4 inspection and evaluation group meetings, 1 technical forum and 2 connection platform meetings. Also, this project compiled, reviewed and analyzed incineration plant operating data to assist the EPA in strengthening the management of local governments. To supervise the upgrading and retrofitting of domestic refuse incineration plants, this project analyzes the risk of upgrading and retrofitting, recommends the direction of upgrading and retrofitting, evaluates the benefits of upgrading and retrofitting, promotes ash and slag reduction measures, establishes a database of construction unit price, and collects domestic and foreign heat treatment facilities or other waste treatment and maintenance technologies to provide substantive recommendations for the future improvement of domestic incineration plants in order to improve the performance of incineration plants. This project also assists in 2 cases of general waste reuse permit review, assists local environmental protection agencies in completing the online reporting of 2021’ waste clearing fund, collects related technologies and current status analysis of domestic renewable energy power plants, assists nationwide incineration plants in inventorying carbon reduction benefits and preparing for carbon rights applications, promotes incineration fly ash washing demonstration plants and provides refined suggestions for the overall implementation strategy of general waste management. Since the “Diversified Waste Management Plan” approved by the Executive Yuan in 2017, all goals of the incineration plant upgrading and retrofitting work have been achieved. In the past five years, the average operation rate of all 24 refuse incineration plants across the country has increased from 85% to 88%; the generation rate of bottom slag has decreased from 13.6% to 13.4%; the generation rate of fly ash stabilized products has decreased from 4.7% to 4.5%; the power generation per metric tons of incineration has increased from 509 kwh to 536 kwh; the total annual incineration efficiency has increased from 14.28 million Gcal to 15.29 million Gcal, and the annual capacity of 6.5 million tons can still be maintained during the retrofitting period, indicating that the overall performance of incineration plants in the country has been improving year by year under the effective supervision and management of the EPA and the active assistance in carrying out the renewal and life extension work.
